Basic benefit
Financial support for additional expenses when you or your child has a permanent injury, illness or disability.
Additional expenses are any expenses you or your child incur as a result of your/your child’s medical condition. The term medical condition refers to a permanent injury, illness or functional impairment.
These additional expenses must remain for 2–3 years or more.
If it is not possible to do a comparison with past expenses, Nav will compare your expenses with the expenses of other people for the same purpose.
The basic benefit does not cover medication expenses.
You must be a member of Norwegian National Insurance to qualify for this benefit.

You or your child could be granted coverage of the following:
You or your child may be granted coverage of electricity costs to charge electric assistive aids, such as a bed and wheelchair, batteries for hearing aids, expenses related to cochlear implants and personal safety alarms.
You or your child may be granted coverage of necessary additional transport expenses or vehicle operation expenses due to the medical condition.
You may be granted benefits if you have an approved guide dog (in Norwegian).
You or your child may be granted benefits if you have special dietary needs. A specialist diagnosis and description of dietary restrictions are required.
Some diagnoses, including coeliac disease and cystic fibrosis, automatically qualify the person diagnosed with the condition basic benefits at fixed rates without the person having to document their additional expenses.
If a person has been diagnosed with dairy intolerance, lactose intolerance or non-coeliac/gluten intolerance, the person will not qualify for a basic benefit.
You or your child may be granted benefits due to additional wear or frequent washing caused by the medical condition.
Mattresses, duvets, pillows, towels and cloths are not considered clothing or bedding.
Hyperkinetic disorders
Children
Children under the age of 18 with hyperkinetic disorders, for example ADHD with hyperactivity, receive basic allowance rate 1 to cover extra expenses for wear and tear. It is not necessary to document the extra expenses. The medical information must describe hyperactive behaviour. It is not enough to state a diagnosis code or diagnosis. Basic allowance for clothing wear stops when the child turns 18.
Adults
Hyperactive behavior normally decreases with age.Therefore, the general rule is that you do not receive support after you have turned 18. The practice of Trygderetten is that basic allowance for clothing wear is rarely given to adults with an ADHD diagnosis. If you still believe that you have extra expenses, you must apply and document the expenses.
You may be granted benefits if you have an approved service dog. The benefit is basic benefit rate 3, which is equivalent to NOK 1,502 per month.
The basic benefit has 6 different rates. Your total additional expenses determine which rate you or your child is eligible for.
Your additional expenses must be equivalent to rate 1, which is NOK 752 per month.
These rates are in effect from 1 January 2024.

There is no age limit on the basic benefit.
If your functional ability is impaired after the age of 70, you will not be entitled coverage of additional transport expenses.
Your need for the benefit may change, which means that you may receive notice from Nav that we are reviewing the benefit.
If you care for young children, you may accumulate pension rights for care work. This could contribute to a higher pension when you retire. The same applies if you care for sick, disabled or elderly people.

In your application, you must provide the name of the doctor or doctors treating you/your child, as well as the doctor’s address. You do not need to submit medical information.
It is important that you fill out all relevant sections of the application and include all necessary documentation. This will speed up the processing of your application. You will be notified if you need to submit documentation for any of your information.
Application for basic benefit
Use this form if you have extra expenses due to an illness, injury or congenital disability.
If you are applying on behalf of another person, you must fill in the national identity number of the person to whom the application relates. For example, if it applies to a child, it is the child's national identity number that you fill in.
If you are applying for basic benefit due to additional wear on clothing and bedding, you must document these additional expenses with receipts or a list of likely current additional expenses.
Normally, you must document additional expenses with receipt for a period of at least 3 months. You must specify what the purchase is and the reason for buying it.
You get access to the form “Hjelpeskjema - Ekstrautgifter til «slitasje på klær og sengetøy» Nav 06-03.11” when you fill out the application for basic benefit.
If the wear on clothing is caused by your child having hyperkinetic disorders, including ADHD with hyperactivity, you do not need to document additional expenses. The medical information must specify that your child has hyperactive behaviours that would explain the additional wear on clothing. It is not sufficient to specify a diagnostic code or diagnosis.
If your additional expenses are related to the use of taxis, you must include receipts for a period of minimum 3 months.
Reply to letter about assessment of basic benefit
You must complete this form if you have received a letter from us about a new assessment of your case.

You will receive a written decision once Nav has considered your application.
Processing time for applications
The processing time is the time from when we receive your application until we have made a decision. Remember that we need all the necessary documentation to process your application.

Have you received a decision from us that you think is wrong? You can complain to the Nav Unit that issued the decision. They will reassess your case. If they do not agree with your complaint, they will forward it to the Nav Appeals Management Unit.

Appeal a decision
If you disagree with the decision of your complaint from the the Nav Appeals Management Unit, you can, with some exceptions, appeal the decision. The deadline for appealing is stated in the decision.

Basic benefits are paid monthly.
Allowances paid to a child will be paid to the bank account specified by the child’s parents or guardian. The account may be in the name of one of the parents, the guardian or the child.
To register an account for a child, you need to fill out the form “Change bank account number” and mail this to Nav.
If you are over 18 years old, you can change your bank account number on Ditt Nav.
Please be aware that these dates are when Nav guarantees you will have the money in your account.

In your payment overview, you can see upcoming payments several days before the actual payment date.
The time of day when the payment will be credited to your account will vary, as it is your bank that transfers the payment into your account. Payments can therefore arrive in your account in the afternoon or evening.
Payments for children
You can call Nav and receive information about payments about your child.
If you are over 18 you can see payments in your overview of payments.
If you haven’t registered an account number on Ditt Nav, then you can receive a payment card in the mail a few days after the regular payment date.
If you don’t want to go to the bank with a payment card then you must register an account number on Ditt Nav, or send a message about your account number by post.
Holiday pay
There is no holiday pay on this benefit.
Tax
No tax is deducted from the money.
If your need for the basic benefit changes, you must notify Nav immediately.
You must also notify Nav of any changes in your or your child’s health condition, if your expenses changes, or if you are planning to move or stay abroad. These circumstances may affect the amount paid by Nav.
